I used photoshop 7, cause I haven't quite figured out how to do it PSP, although I know you can cause I know folks who have LOL.
Open the original shot, double click in the layers palette to make it an active/background layer. Use the magnetic lasso tool to select what you want to cut out, zoom in in use the elliptical selection tool to add and subtract from the selection until you get it just the way you want it.
Then click selection>invert>delete...this gives you the cut out.
Open the image you want to use for the background.
go back to the original cut out image...use the move tool and drag it to the background image.
This will show up in the layers palette as your second layer. Click on layers tab>layer style>drop shadow, set the drop shadow to suit you ....
zoom in and use the eraser tool to remove any squiggly edges or chromatic artifacts...
zoom out and crop to suit....
That's the short version LOL....I have a tutorial on cd that I can copy and send you if you'd like ....
I'm sure if you google Paint Shop tutorials you can find one that explains how to do it with it...the tools are just enough different that I haven't quite figured out how to do it as fast in it...
I haven't used photoshop in years, but one of the tools that is superior to photopaint is the mask tool, you can set the feather option to kind of fade the edge of your cutout, so they don't look like you cut them with a dull pair of scissors.

that's part of the selection tool in the version I use...you can set your feathering to suit what you are doing..I also usually give it a swipe around the edges with about a half strength softening brush too...I haven't got the hang of doing it with the mask tool yet...I've tried but I don't think I'm very adept...
